repeatedly without accepting campaign donations. Proxmire served as chairman of
the Committee on Banking, Housing and Urban Affairs until his retirement in 1988.
In 1975, William Proxmire established his annual
Golden Fleece Awards
In this way, he "publicized outlandish government spending, bureaucratic wastage or money misused in the case of self-advancement". Some examples of his Golden Fleece awards was the US navy's use of 64 planes to fly 1,334 pilots to a reunion in Las Vegas and doormats that cost the navy $792 each.
There is a 14-year history of fleeces from 1975 to 1988.
Criteria for the Award
The dubious distinction of a
Golden Fleece Award
was not given to just any example of government waste in the federal budget.
Instead, it was awarded to federal programs that most Americans would agree were outrageous and wasteful.
For example, although Senator Proxmire believed that the MX Missile was a waste of money, he never gave a Fleece to that program.
More importantly, projects receiving the Golden Fleece Awards
did not necessarily have high costs but rather violated a principle of responsible government spending.
Some examples include a $27,000
study to determine why inmates want to escape from prison and a $6,000 17- page document on how to buy Worcestershire Sauce.
“My own favorite was the study to find out whether sunfish that drink tequila are more aggressive than sunfish who drink gin,”
Senator Proxmire told The Atlanta Journal and Constitution in 1985.

The senator was a fitness and health advocate - jogging to work, early to bed - and
he liked to link his disciplined personal habits with his political image. He was said to reprimand an aide repeatedly for eating doughnuts.
Lastly, to receive a Golden Fleece Award, an example of government waste must
never have received national press coverage.
William Proxmire died on 15th December, 2005, at age 90.

I just came across an article in the Detroit Free Press (July
2004) that directed me to a study published last month by
the Environmental Working Group called "Skin
Deep".
This report examined the effects of chemicals
on the
skin. The results are about as bad as we feared.
In 2003 an estimated three-quarters of all cosmetic
injuries reported by consumers to
FDA (Food and Drug
Administration) included symptoms consistent with
sensitization
— rash, redness,
swelling, blisters, sores, lumps,
inflammation, irritation, dryness, peeling,
splitting,
cracking, scars, choking, coughing, sneezing,
shortness
of breath, and wheezing.

Despite the importance of
minimizing allergy potential to
the financial health of the cosmetic industry, the
industry’s
safety panel places little to no margin
of safety between
safe levels of use for sensitizing
ingredients in
cosmetics

A detailed survey of approximately one-third of the panel’s
ingredient reviews in CIR (2003) shows that CIR (Cosmetic
Ingredient Review) has incorporated a safety margin into just
14 percent of
its recommended safe values, and
in one of
every five cases endorsed
limits of use higher than the safe
levels determined in clinical studies.
Fragrances are
routinely used in cosmetics and are also commonly
linked to allergic reactions (sensitization).
